The bumper and bumper cover are mounted to the frame and body, respectively. These parts flex independently and it's recommended to have a gap somewhere between 1/2" and 3/4" to allow for this.
Sure. Utility scissors would work too. If you're going to buy a tool just for this, the oscillating tools with a fine tooth 270 deg blade are probable the best option.
I have the no loop for 16 plus LC I have to readjust it, for some reason I had good spacing on install and after I tightened up. Then after two weeks I noticed spacing was closer. Need to go back in and adjust.

I know it’s a closer fit, and doesn’t use part of the factory bumper cover like the 08-15 bumpers. Just can’t find pictures or info on whether anyone’s attempted it.
The mounting plate that houses the winch sticks out too far forward for ARB recovery points. The stock recovery points can be used, but I would not use soft shackles as the winch plate overlaps a bit of the opening. Poor design, in my opinion
The interface place between the bumper and skids is just a hunk of steel with 3 holes. I would imagine you could modify it easily if there was interference.

I am in a 2018 and run premium bumper with bud built skids with no issues or having to add any extra holes drilled to mount.
My recovery points are stock and I have used soft shackles twice in them to pull others out of holes with zero issues. Admittedly I was looking to change recovery points but glad I couldn't. It saved me a few dollars for nothing that stock points haven't handled.
This bumper and their winch has yet to fail me and the price point cant be argued with. For what I do...camping, off roading every few months with visits to CO, Arizona, Moab, New Mexico, my deer lease and used as a daily driver...this bumper and winch is more than enough.
I would not cut anything to mount ARB points. Just not worth it in my opinion and real world use.

Went with premium based on the LED fog comment and stout bar @tbisaacs I will be using your install guide as a reference and potentially reaching out to you if I need any guidance. Going to probably go with the HF special like you did as well.
