Steering is fine and very responsive, no unusual noise.

My 2006 RPM swings ~200 up and down quite a bit when turning the steering. I just replaced both hoses for the pump to vac system, no change.
My 2002 drops maybe 50 rpm when turning.

The FSM states to pinch the lines and the RPM should increase. I have pinched both of the new lines (the old ones were hard as stone) and no change in RPM. I am assuming a couple of seconds of pinch should do it?

Next the air control valve on the pump?

I haven't paid too much attention to RPM change when turning the wheel but yeah about 200rpms sounds a bit high especially since you have your 02 to compare to. Probably not an issue but if your lines aren't cracked and everything is all secured then I would also think the next step would be to replace that air control valve. If I remember right it's fairly easy to get at and swap over. Mine was dry and cracked pretty easily when touched / removed hose.
