How to tell if timing belt/water pump have been replaced

guessing the previous owner or IF it was done they did not put a sticker on fan shroud which is REQUIRED by law? Many people drive it as long as possible and then sell before they are forced to change timing belt and water pump.....due at 90k but have seen them go to 130-150k and not be changed. Mine was changed by original owner at 130k........I am at 205k now.
 
Why do you think the sticker is required by law?
 
Well, no obvious sticker so I pulled iff the plastic engine cover and then the drivers side timing belt cover. Didnt take it off completely but was able to pull it back and saw the outside of the belt which had some micro cracks in it so it looks like this needs to be done.

Any other suggested maintenance at this point besides water pump and maybe serpentine belt?

Will most likely have work done at toyota dealership due to lack of tools and workspace with snow/mud on ground here.

Since I do all of my own wrenching my math will be primarily based upon parts, but for all of my vehicles I treat the timing belt as the opportunity to get in deep and replace everything that I reasonably can. Major/minor hoses (oil and water), seals (cam and crank), belts, pulleys, etc. The only thing I didn't replace was the engine fan bracket/bearing. Cost/benefit wasn't there on that one and it was and exposed part that would let me know at least a few thousand miles before it was going to fail.
 
Just bought my 100 a few weeks ago with 176k miles on it. No maintenance records from Toyota with respect to the timing belt and no sticker.

I just finished it a few days ago and this is the first timing belt I have ever seen that looked like it was close to failure.

Pretty impressive though. 176k miles and on the original timing belt. And it's a northeast truck.

Negotiated the price down $1500 based on no documented 90k service and did it all myself for +/- $400.
