I just installed a steering wheel cover on my '16 and couldn't find any detailed info about it, so I thought I'd write it up for others in the future.
The airbag on my former '13 came off with torx screws from the back of the airbag. The ones on this '16 came off with spring clips.
First disconnect the negative battery lead and let it sit disconnected to prevent the airbag from going off. I've read various times, but I like to give it 15 minutes.
Next, pop off two plastic covers from the back of the steering wheel. One is by the cruise control stalk and the other is on the opposite side. These covers have an opening toward the rear that you can pry with a tool. They pivot out from the rear. I use a 90 degree angle pick to pop them off.
Once you have these off, you can access the three spring pins that hold the airbag in through these openings.
I used a flat bladed screwdriver to push the end of the clip outward from it's closed position.
Once you move the spring pin far enough, the coiled springs in the airbag/horn mount will pop that portion of the airbag free.
There is one clip on the bottom, and two on the top, they're in the holes shown here.
The screwdriver below points to one of the clips. You need to push on the metal clips where I've drawn the red arrows below (but you can't see them with the airbag installed).
