How to remove this rear bumper piece?

Hello! Thanks ahead of time.

How does one remove this piece that surrounds the tow receiver? It has two screws underneath but these blue tabs I think prevent it from coming off.

Any ideas?

My blue clips fell out at some point. I think that piece is meant to stay put. Couldn’t find a way to reattach the clips from the outside or from underneath. I’m taking my bumper off to do some rust prevention and will reattach with it off.

Interested as well if there’s a trick.

Remove the bumper and undo the blue clips from the back side. I seem to recall a screw or two as well...
