How to remove exterior side vent

I have a 2004 LC, how do you remove the side vent panel located above the rear light assembly right behind the third row back window on the outside of the vehicle? Mine has a bunch of wax build up in it and I want to remove it and clean it.

Also, what are those vents for?

Cabin ventilation and pressure. Remove the interior plastic that covers them, there's two bolts holding them and the vents on.
