how to protect ARB bumper from rust?

i have an ARB bumper coming in for my 4runner and im wondering how to prep it for the northeast winters. i have a TJM on my older 4runner and after small chips on the highway, some surface rust has developed and is bubbling up so i want to prep the new ARB before any of that happens.

should i sand blast it and then apply a krylon spray like this one?

Krylon: Products: Rust Tough Hamm-R Finishes

or can i go with a bed liner spray like this?

Truck Bed Liner (Aerosol) | Plasti-kote Automotive Restoration Spray Paint

i read up on POR15 and rust bullet and i really dont want to go the brushing route unless its really superior to the spray types.
also, is powder coating an option?
 
I tought the ARB bumpers are Powder Coated which is more durable then the paint but the bedliner should hold up better but I'm thinking you should install it and if you find it chipping and rusting then bedline it.

the one im getting already has scratches all over it so i might as well prep it and paint it. i may go with

lightly sand it and then spray a few coats of it.
 
That paint is not very durable but it looks great. I think you should have it Linex'ed . I have used the Hammer paint and it's just a finish it's not really that durable but if you want to paint the bumper check out Rustoleum Professional. Rustoleums site has great information. Why not blast it and have it powder coated?

I used a product called chipguard (black) to spray on my used ARB I was refinishing. Then went black spray paint on top of that from an automotive refinisher.
Another option is epoxy paint (2 part) to spray on.
I used the duplicolor chipguard spray at pep girls and went through about 3 cans spraying the back and bottom edges of the bumper. Very smooth finish for spray. Also, get inside the tubes as mine had some surface rust.
I am about to put it on, so I will post when it is done.

i have a local sandblaster/painter who is willing to sandblast and put an epoxy primer on the ARB for $100. should i even get it sandblasted? or can i just get the bumper epoxy primered over the ARB finish?
