Thanks to some advice from 619TOY, I came up with this plan for fabricating mounts and countersunk washers for my drawer system install.
The motivation for the mounts is that its next to impossible to find a flat head bolt with a M10-1.25 thread.
Hex heads are no problem.
For the mounts, I cut 1/2 x 1x .125 wall "C" channel 5.5 inches long, the C channel is perfect size for a 1/2-13 flange nut. The nut gets tack welded to the channel, the channel is bolted with your existing 3rd row seat mount bolts. Now you can bolt your drawer system to your fabricated mount with common 1/2-13 flat head bolts.

Next are the dimpled/ countersunk washers for the flat head bolts.
I used a 3/4" black pipe fitting because the head of the bolt just fit inside the fitting.
Using 1/2" fender washers, I carefully centered the bolt and washer on the pipe fitting, mounted it in my vise, and turned the jaws closed. It was way easier than I expected it to be.
