Mount it on the side of the roof rack you are going to buy.

In order to get it to fit under the rear seat you must disassemble it. Remove the cotter key that holds the base in place and replace it with a hitch pin (to make reassembly ez). I zip tied the main ladder of the Hi-Lift to the hinges of the seat to make more room for an ax and shovel.

Mount it to the Kaymar rear bumper system you are going to buy. (if you can find any anywhere as they have stopped making them)

If you mount it outside, make sure to cover it. Hi-Lift makes nice covers for them to keep the weather and grime off of 'em. Good idea to mount it inside if this is not an option.

I bet you could buy the roof rack mounts and attach them to the floor board somehow. humm.

I ended up just putting it under the rear seat and it fits if you play with it. I'll have to try disassembling it, see if it fits better. BTW I already have roof rack and a custom rear bumper. Maybe it'll go on that ARB though ;)
