Help identifying bad winch solenoid

My Warn M12000 spools in fine until it gets nearly all the way in, and then if I stop, it won't start again. I totally rebuilt the winch including cleaning all of the contacts and replacing the cables to the control box. I also tested each solenoid independently by applying power and listening for a click. They all click.

Then I tried switching the F1 and F2 on the winch and the problem still occurs while spooling in, even the the trigger was then backwards.

So how do I figure out which solenoid is dying? One of the two is clicking, but I can't tell which one, even by listening up close to the click of the one that is working.

Also, is power to F1 for winch in or winch out? Thanks
