Could I replace the inside lights on the 62 with hi / lo beams and have the lo beams be fog bulbs? That would be cool to have fog lamps in the stock position. Legal? Doable? Or should I keep it simple...?

I'm no lighting expert (IIRC, I've told you that already when we met!

) so bear with me...
Regarding the location of the low/high (H4 bulb) beams I don't know if there are any legal issues on them having to be on the outer-most light (Most of them that I've seen with the quad-light set-up seem to have the H4 bulbs on the outer-most edge.
It probably benefits you a bit more to have them on the outside since you use them for low and you want to have a wider spread of light (Probably not noticeable though).
The JDM set-up for the 80 (similar appearance as the US) has the (yellow) fogs on the inside, while having the H4's on the outside.
ANYWAY, just to clarify, you've said that you want the low beams to be fog bulbs(lights). You know that you can't just change the bulbs, but have to replace the reflector/housing with a different unit that has the fog light pattern lense/reflector to achieve that.
If you just want more light while driving around town, then I would do the wiring/bulb upgrade. I feel that it probably
is illegal to have all four lights at the same time (both pairs running low beams).
If that's not enough, then I would go with an aux. pair of fog/assist lights.
If you want to save a precious real estate on the bull bar for a big pair of driving/spot lights, then you might want to consider running a small pair of fog lights.
I've run a pair of Sylvania Xenarc HID assist lights before. They are small, but fairly bright and has a nice spread (Wireless remote, too).
ANYWAY, as it might have mentioned, I would first try the harness upgrade, then bulbs, then if that's not enough, try new lights (Cibie/Hella E-code) or try aux. lights.
That's what "I" would do, but YMMV!!
I haven't read all of the posts, so I apologize if I'm WAY off the mark!
BTW, I believe Tapage has all of his quad lights being H4's and it is not illegal (or he hasn't had any problems anyway) to run them that way.
