Is there any legitimate reason for the PO to have done this? The two hoses were connect by the end of a golf tee. It is not desmogged.

stealthy way to block it. some use a BB or ball bearing.
Looks like the PO (or someone) was trying to disable the EGR. Maybe engine was pinging or EGR valve is bad ?
