gas vent line vs. aluminum body

After watching the Aqualu video a few times, I'm still not clear about whether or not I need to reconnect the gas vent line (see photo). Before I drill a hole to accomodate the line, I thought I'd ask for your help. Does it need to be connected or not?

The other end of the line connects to a cannister underneath the hood.

if you don't you will need to use a vented gas cap.
