I've cleaned them regularly...it's a bad design...
You have probably checked the front drain holes. You also need to check the rear drain holes. (1) park on a slight incline. (2) poor a lot of water (apx 32 oz) into the track (check both passenger and driver side drains) that runs to the front/rear drains. (3) the water should drain freely through drain tubes that exit under the car near the rear wheels. On my 100 these are 1" long black tubes that exit from the car panel under the car between the bumper and wheel well on both sides, iirc. (4) remember that you cannot see the ingress drain holes from the roof rack, so you are just letting the water run-- only if the water backs up or fails to drain will you see a clog. 32 oz is enough to see water run out of the drain.

A lot of assumptions here, I have checked the rear drains and clean them I've had the roof paneling off and seen the tubing all the way until it where it ends so yes it's not an issue of clogged drains always sometimes it's just water getting in there and resting those cables bad design

These leaks are a total PIA. I hope some of my ideas may helped. :-)

I am still diagnosing my problem, but it may be fixed already and retaining moisture in the insulation. I tried to dry the insulation out with the heater turned on the foot area for two hours. There is still one last spot to dry out near the passenger seat. I will also do the windshield soapy water test when I am next at the garage to use their compressor. I hope the issue is now a non-issue, but I hope that I am not being naive. I may still have to replace/reinstall the windshield.

Separately, I think my horn problem was due to a busted relay. So when I replaced the relay, the horn and the cable, everything seems to work normally without the horn going off in the rain.

nope, the leak came back in the next big rain, so there is a lot of water in the insulation again. :-/ Still need to do compressor & soapy water test.
