Land Cruiser lovers i am in need of your help. When i pressed on the brake pedal coming home from work the vehicle couldn't come to a complete stop. I replaced the master cylinder, pads and rotor after making it home. 1 year ago, I replaced the load proportioning valve due to a leak and brake booster.
Today i bleed the brake line 7X and still same condition. Vehicle won't come to complete stop unless I use the level emergency brake.

Even with non–functioning rear brakes, you should be able to get the truck to stop (as long as you're not trying a panic stop at 50mph). Assuming you don't have that condition, I'd guess your front calipers aren't making it to full compression (or extension, whichever way you want to look at it). Odd that it's not pulling to one side, meaning one brake is catching and the other isn't, but I guess anything's possible.

Take both front tires off (with them off the ground, of course), step on the brake and see if the pads are contacting the rotors. You can do this just by getting the wheels off the ground and trying to turn the tires, but all that'll tell you is that they turn or don't turn. You still won't be able to see what's going on. If you're not stopping with the brake pedal, you likely will be able to turn the tires with the wheels off the ground, so you'll have to remove the tires/wheels anyway.

If your pads aren't moving to contact the rotors, the calipers are likely not sliding on the pins. They do get sitcky with brake dust and rust.

If your front pads are contacting the rotors, you have a pressure problem. Meaning you don't have any.

What year?
Is this a new issue or has it been getting progressively worse?
How long have you owned the vehicle?

It is obvious that the problem had nothing to do with the parts you changed so here are a few questions.

Is your power brake booster functioning properly? There are several tests available through a google search. They usually involve pressing your brake pedal several times after killing the engine. The brake pedal should get hard after a couple of presses when the vacuum is depleted. If it is hard with the engine running then you arent getting vacuum to the booster.

Also you could have stuck pistons in your calipers. That would be a more gradually intensifying problem unless all you pistons got stuck at once(unlikely).

What was your brake fluid level before you changed all the parts? How are you bleeding your brakes?(2 man, gravity, MityVac?) Are you getting much fluid out and refilling the master cylinder after each time?

Have you checked your brake hoses? This varies depending on year.
