I just got back from the Massachusetts referee station and it seems there will not be an issue getting a new VIN issued and a title issued here in MA. The most critical thing is proving ownership of the donor 80, which is no problem as I have the title and it is registered in my name currently. Next is proof of purchase of the 79 series body from Proffitt's. I do have an Excel spreadsheet showing where I bought it from them, but when I showed this to the referee he said that I would have to have something a little more "official" I'll be calling Proffitts to see if I can maybe get something written up on company letterhead and signed to satisfy the referee. He also told me that it wouldn't be a bad idea if I could get some sort of documentation from Proffitts showing proof of where they purchased the bodies. It's all about making sure no stolen parts are used in the build. And I will also have to show receipts for any parts that I have to buy for the build.

The State referee said that VINs are issued for any vehicle sold in the US and shows things like engine size (cylinders), transmission type, 2 door vs 4 door, color, etc and when any of these are altered to something other than the stock configuration, diesel swap, change color, or put a pick-up on a SUV chassis for example, a new VIN should be issued. In those states where this whole process appears to be much easier, like New Mexico or North Carolina, will the DMV be issuing a new VIN that shows the truck being changed from a 4-door SUV to a 2-door pick-up or do they just reflect the change on the registration? I can see a problem if the registration does not match what the VIN says the vehicle should be.

They will then issue a new VIN for the truck. I then will have to have a safety inspection. The only issue I see here in Massachusetts is that the truck will have to have airbags. This is just a visual inspection and only the lack of a driver's airbag would probably be an issue. The only thing that will fail me is the lack of airbags and a light on showing a faulty airbag. The airbag light can be fixed by removing the bulb.

My Options:

-Try to retrofit the 80 series column to the 79 series firewall and retain the 80 series airbag.

- Use a 75 series column and see if any other airbag equipped steering wheel has the same splines and can be bolted onto the 75 series column to give the appearance of an airbag.

- Hope the inspection station doesn't catch not having a passenger's airbag or somehow "graph" on some sort of badging that gives the perception of having a passenger's airbag.

- Find an inspection station that is more lenient than others.

the 7x series steering wheels fit in the 4x series I have seen a 100 series wheel on a 79 series ( I'd say the air bag wasn't hooked up but it looked good , so I presume the 80 series wheel will fit but not sure how to work the air bag etc but at least the wheel will say airbag on it ,. And a 79 series would be rare so I doubt they would know if the 79 series came with one or two or no airbags,
or maybe you could contact proffitts and who ever they got the cabs of and see if any of the brand new airbag equiped 79 series steering wheel and colum is avl ,
then again I seen some pics of brand new 71 series with latest dash middle east spec with a Jesus bar on the dash and if they have a Jesus bar they won't have air bags hmm
 
In the US ALL vehicles after a certain year, not sure what year though, had to have driver's and passenger's airbags, so I think they would be looking for both.

Driver's side I don't think will be an issue. My ideal situation would be to cut/weld/graph the bottom part of a 75 series steering column where it mounts to the fire-wall and adapt the top of the column where it mounts to the bottom of the dash with my 80 series column. If this could be done it will give me a working driver's side airbag (which is a plus) and would keep the rest of the steering column plug and play with the 80 series harness.

Other option, use a 75 series column, put on another steering wheel with airbag (not working) that will pass a visual test. Maybe even the 80 series wheel will bolt onto the 75 series column.

Anyone have a 75 series steering column they want to part with?
 
The 80 wheel will bolt to a 75 column...at least the splines are the same. I just sold my 80 wheel so I can test fit it for you.

I'll should have an extra 75 column for you.

The other thing you could do is sell your 80 and buy another one that is older that didn't come with airbags.
 
Good to Know

I knew a bunch of this stuff anecdotally, but good to hear from a first-hand source. I'll be looking to bring my LJ78 back to Massachusetts when I'm done in Africa. Hopefully, that won't be for a few more years, so that I slip under the NHTSA 25-year rule for safety standards (the 1990 model year I have already is exempt from EPA's emission requirements for imports as it's 21 years old).

The NHTSA site has a lot (of poorly organized) detail on what is required and what isn't nationally. The Mass rules are a little tighter, I believe, but it's been a while since I've looked at the relevant part of the General Laws and the related regs. Let me see if I can dig them out for you. Sometimes the guys at the Registry say things are required and they really aren't.
