If I understand the No drilling statement, that means The weight of the tire and rack are on the 8mm bumperette mounting hardware?

no statement ,The point is you do not have to drill anymore holes ! You will have to drill out the existing holes to 1/2 .

sorry miss understood, yes you can bolt a hitch to the stock holes as well.
