It was waste and Ohno hated it. They continue to sell in markets that are in no hurry to move on to a new model. Ohno was pushing for a more lean manufacturing production system throughout toyota's manufacturing. He was annoyed by waste... he categorizes seven types... the waste of overproduction which was the worst (too many frames... ect... ) and inventory waste to name a few that would apply here. So either build it and ship it or send it in CKD. Either way made the stock go away. Ohno wanted just-in-time manufacturing and was constantly tweaking the process to achieve it.
 
Just got this 1960 today fj25-21475. Missing a few parts.
