Actually it depends upon the amount of money the repairs cost. A lot of brand new vehicles show up with dings and dents during shipment and they get repaired without being reported. I think in Idaho the says if it is less than $500 they don't have to report it. Obviously this is probably more than that. It doesn't really matter though.
