first time, is this the right rig?

I have been on the search for the decent mileage 80 series or 100 series cruiser. Def needs to have locking diff. Do you guys feel this is priced right? The lowest he said he could go is 13,500. Its a 99' with 142k, one owner. Carfax has all of the maintenance history as it has been maintained at the toyota dealership.

I am not one to get most cars at dealerships but this just seems right. Let me know what you guys think.
