Faulty Super Glow System (1 Viewer)

G'day all,
I'm having some issues with the glow system in my 1985 12V BJ73. I've read through countless forums and gone over the manual, yet to find a solution...

The plugs have burnt out as the busbar is constant battery voltage, instead of being 6V as required for super glow (I think). The plugs are correct (19850-68050) and only about 2 months old. When I switch the key to the 'On' position, only Relay #2 clicks on, when both relays should. I have bench tested both relays and they are perfectly fine.

I then tested the pre heating timer as per the manual instructions below:

I do not have any voltage at terminal 1, and when I check the voltage between terminals 9 and 12, I have 12V, which makes me think that the current sensor is the problem.

However, when I test the continuity between the two current sensor terminals, there is continuity (which the manual tells me there should be, so the current sensor is fine?)
Pretty much, the voltage does not drop from 12V to 6V after a few seconds of glowing. What could be the issue? Any help is appreciated.

Open up the box and look for damaged components on the PCB.
 
I pulled it apart today and had a look, no sign of damage. All capacitors intact, no burnt out resistors, which makes me think that the timer is all good, as well as the test results.

Hey mate, im currently trying to fix my butchered factory glow plug system. Is there any chance you have any pictures of yours? I mainly need the wiring for the resistors in the intake manifold and where the voltage sensor plug plugs into as well as the plugs for the glow plug system around the intake manifold? any help would be greatly appreciated
