Emissions assembly vacuum supply question

Hey forum! Sooo much awesomeness here!

Having an emissions problem.

I'll cut to the chase, I don't seem to have any vacuum supply from the main vacuum line that supplies the omissions assembly. It's the line that's just to the right and below the throttle position sensor and comes out of the intake ...
Also, i cant get any voltage reading at the egr vsv plug, is there supposed to be? if so when, and is there supposed to be vacuum at that line , if so when?

That I believe is your coolant line to the throttle body, needs a clamp on it or could leak coolant
 
ajax1 - Kinda ofo looks like that, but pretty sure it's vacuum, I've had the TB off, and the coolant lines are different ones ... The one in the picture has a slight whistle to it when I take it off and give it a little Rev... Curious if the flow of vacuum is determined by throttle position?

Hooked up a vacuum gauge and it has vacuum, about 5 on light accel.

Coolant lines are to the left in the picture, they go under the iac ? ( to the left of the throttle position sensor)
