EGR Cooler FJ60

Does the EGR Cooler just bolt onto the side of the block or does some type of cooling-(oil or anti freeze) run through it? Looks like it is just air but want to make sure before I remove it. Thanks for any input.

Exhaust runs through it and it's just bolted to the block.
