When the 1999 is at idle it surges from 700 rpm to 900 rpm. It will do this every two to three seconds. This will happen with the AC on or off.

130K, I don't think the TPS sensor has ever been replaced. That's what I'm thinking may be starting to go out, but I don't know what the symptoms are for that. I've only had it for a year....
 
I'm tempted to guess the throttle body may need cleaning or the MAF (mass air flow sensor) may need to be cleaned or replaced. You can try cleaning it with electrical contact cleaner.
 
Thanks for the info. I have some free time this weekend, so I will give it a try (I'll tell you'll how it works).
 
I was looking at my '03 FSM and it seems to suggest that the TPS/TB is one unit and must be replaced as such. Is this so?
 
I have an 05 TD 100 series with 8K kms on the clock and I have noticed recently that it will increase and decrease revs at idle without the AC on. I don't think it used to do it! Should it?

I had a '84 Porsche 911 that did this. The O2 sensor was going bad or had a bad return lead. It would report lean, so the computer would richen the mixture, then it woudl report rich and it would lean out...over and over. I can't remember if it was noticeable at speed, but definitely at idle. You would think the computer could trap this information, though. Did you check for error codes?

The TPS problems have usually surfaced as suddeny entering a "limp home" mode where the engine RPM will not rise above 2K and you are trying to go 20mph in traffic. Most often happens in cold weather. Shutting down the truck for 30sec-1 minute and restarting usually makes the problem go away. This has happened to me twice in 30k miles. Each time it set a CEL that cleared after about 10 minutes of driving. Both times in cold weather (30 degrees and -10 degrees). I haven't replaced any parts to correct the problem because it is not clear to me that the replacement parts will be any less prone to the occasional "TPS problem" then what I have on the truck. Several guys have replaced parts and been trouble free since but I did nothing and have had no trouble for 10k either.

I would check out the other possible sources for your problem (MAF,O2sensor, ect...) and get the engine scanned for any trouble codes before looking at the TPS.

At 130k have your plugs been changed out (Recommended at 120k) ?

Stock air cleaner with new filter?
