Dirt out of signal light?

I have noticed that when it rains or snows Tires push out dirt through front signal light, anyone has experienced this? Shouldn't be a cover?

There should be little plastic caps on the back of the signal marker unit. I lost one somehow and dirty water got in there. The water eventually evaporated leaving a dirty film. I took the unit out and washed it out like crazy (poured soapy water into the unit and shook...shook...shook...). It got most of the grim out, but there's still some residue left.

Sorry. I meant between/ around the light not inside. It seems like tires splash water into that area makes it come out in front with dirts.
 
Can you post a pic or two to show what you describe?

Maybe pull the light assembly, clean the dirt on the light and inside of the bumper, re-assembly with a bead of clear silicone on the inside?

That's what I have in mind. There is a gab where water entered in.
