why do people desmog there truck. don't they need to pass emission. or can they pass emission without the smog pump
 
currently in California if the car or truck was made in 1975 or earlier it does not need the annual smog certification. Other states have other laws...However, technically, it may be illegal to remove OE smog equipment.
 
have you ever heard of gas coming out of the bottom of the charcoal canister
 
Some states don't have any inspections (Kansas is one of them).

Some times people want to get rid of the clutter under the hood and/or don't want extra things that can go wrong...........

I don't know much about the charcoal canister, but the first thing that comes to mind is the wrong line hooked to it.

I think I remember reading some other threads about fuel in the canister.

The charcoal canister is there to adsorb the gasoline vapors. Under certain engine operating conditions, the canister is allowed to purge the adsorbed gasoline into the carburetor to be burned by the engine. If something is not working with this system, then it is possible that the carbon becomes saturated and gasoline will leak out the bottom. Possible causes are: float chamber is overfilling venting liquid gasoline into the canister, the fuel tank vapor separator is not working, allowing liquid gasoline into the canister, there is something wrong with the BVSV or the VCV preventing the canister from purging, or the system is not hooked up properly.

If you're going to keep your emissions stuff, then you should purchase an emissions manual and spend some quality time under your hood.
