Cut Off height

My headlights had to come out for some maintinace, they are now way out and need to be set properly for the vehicle inspection next week.

Can someone please tell me the exact cut off hieght of the low and heigh beams for a listed cruiser x amount of distance from a wall.

Is this right?

Or is this right?

Or dose it just need to be: Low beams - 2 inches under the bulb line, Fog lights - 4 inches under the bulb line, all 25 feet away from the wall???

I'm not sure about the M.E. But in the US its a 2" drop per 25ft. The step also should be the same distance apart on the wall as they are on the vehicle @ 25ft. Nobody ever pays attention to it in the US though. I see so many headlights that are misaligned even from the factory. Mercedes is the worst, Audi is always way to high.
