You forgot to show the exemptions ;) I got hit with the exception to exception C.1 - I had to put mud flaps on my Taco to abate a repair order from my friendly Sooper Trooper in the Mammoth area 'cause he claimed my truck was "lifted"😿 Doesn't apply to SUVs, even though my FJ40 on 35x12.5 throws a whole lot mo mud than my tiny Taco!


C. This section does not apply to:

1. A vehicle commonly known as a pickup truck with a manufacturer's gross vehicle weight rating of ten thousand pounds or less, except that this section applies if the pickup truck has been modified from the original bumper height design to raise the center of gravity of the pickup truck.

2. A truck tractor or converter dolly when used in combination with another vehicle.

3. A single, tandem or triple axle trailer with fenders that are wide enough to cover the full tread or treads of the tires being protected and that extend to a length of not more than fourteen inches from the ground.

But if your a semi driver your bumper has to be at a certain height. You can lift your pickup as high as you want just as long as you have correct mud flaps. How high the bumpers are doesn't matter. I've seen a truck on the using 2X4s for the lift. Guess our legislators are more concerned about broken windshields over people's safety. Any other vehicles they don't care about anything. Other states have annual safety inspections but not AZ. Seen many vehicle going down the road the rear wheels are on a different track than the front Obvious. Vehicle was T boned and instead of being totaled as it should have been it's back on the road. Seems many years ago I had to take a used car I bought or a trailer for a one time safety inspection. Now register an out of state vehicle they don't even bother to check the vehicle's VIN. Would be easy to buy a rust bucket back east for next to nothing because it can't pass their safety inspection. Steal a like model and register it in a non emissions area and your good to go. Unless you get stop and the LEO checks the VIN against the registration your good.

Just thinking of loopholes. If you put some heavy skid plates underneath and you could prove that the "center of gravity" was unchanged would you still need mud flaps?

I have seen interweb stories of State Troopers using a tape measure to justify issuing tickets. My trooper just said that I was getting a repair order because my truck was lifted - I couldn't argue with that . . . but I wonder if I could argue that the "pickup truck has been modified from the original bumper height design" for a reason other than "to raise the center of gravity of the pickup truck".
 
i got the same ticket years ago, my hilux was lifted slightly and had slightly larger tires. i went to court with the deputy and argued it wasnt lifted and older trucks sit higher and are more "off roady" looking than modern trucks, cop defended his position, so i argued that installing mudflaps would alter the truck. i asked the judge if i could get a paper stating that i was ordered to alter my truck, he threw out the ticket.
