In Colorado the passenger car CO is 15 grams per mile and the light truck limit is 20 grams per mile. So, the test result of 38 gpm seems way high? Here are some ideas from a quick search on what could cause a rich mixture.
Defective Oxygen Sensor
Leaking or defective Fuel Injectors
Restricted air filter (especially if high CO is present only at high RPM)
Vacuum leaks resulting in improper MAP sensor operation
Defective air mass or airflow sensor
Malfunctioning fuel evaporation system, purge valve, or gas cap
Defective Catalytic Converter
Defective thermostat (cooling system), thermostat stuck open
Oil contaminated with fuel, excessive miles between oil changes
Maybe do the easy stuff first: replace the gas cap gasket, clean the mass air flow sensor, replace the air filter, and check all vacuum hoses. Then retest at another facility, if possible.
