cold start backfire

I have an 82 fj60, all stock. I just went through the intake/exhaust gasket replacement. Now my exhaust leak(s) seem to be (mostly) gone, but I've got a new problem now.

When the engine is dead cold, when I rev over 2000, let off and shift up, it backfires through the tailpipe.
If I keep the revs under 2000 it doesn't, or it's at least a lot quieter.

When it warms up, and the thermostat opens, it runs totally fine. I usually shift around 2500.

I'm really worried that the backfire will blow out my catalytic converter.

So the question is this:
My heat riser plate was broken, so I replaced it with a block off plate. Is this the problem? (causing the fuel to not heat up as quickly)

Or is it something in the emissions/ carb that I didn't put back together properly?

Timing problem?

I haven't had a chance to really dig into it yet.
