Clunk and drop in Brake pedal (1 Viewer)

Randomly I will press on the brake pedal then with a bit more pressure it make a clunk sound and the pedal goes a little further to the floor. Still have really good brakes. Pedal be catching on something or the brake booster or Master cylinder? Doesn't seem hydraulic but maybe.
 
I’d carefully go through the three pages of troubleshooting tips in the Toyota Body manual Brake section to try to narrow down the possibilities.

There's been a couple times in at my shop where I've seen rear brake shoes ride up on a ridge in the drum, then when brakes are applied the shoes drop off the ridge and cause the pedal to drop. Not very common but I have seen it happen
