My brother in law bought a HJ45 in Costa Rica. It ran while down there, but after import it won't. I took a look at it and the fuel system seems very dirty. Filter is gunked up and all rusty. Who knows how old the fuel is. The intake is full of soot.

I was going to recommend cleaning everything - the whole fuel system from the tank to the injectors, pull the intake, drop the oil pan, etc.

Is there a good way to go about the fuel system?

First question is where to send the injectors off to get them tested/rebuilt? Just a local diesel shop or does someone need specialized knowledge/parts for these particular injectors?
 
The intake is always oily on an H/2H engine.

I would change the filter (prefill with fresh diesel or Liqui Moly Diesel Purge PLUS) put some fresh fuel in it and try starting it again - make sure you glow it and the glow is working. There's probably better places to spend money if in fact is runs just fine.
