My CEL was coming on due to egr insuf. flow , replaced MV with one from my de-smoged 85 fj60,cleaned temp.sensor,throttle body,hoses, egr was clean so I did not mess with it also ran (BG44K). I read all the info on this problem I could find .
The CEL would come on prior to the fix every 2nd or 3rd start WOF,if the driving time was more than 10 minutes, well its been 5 days and lots of driving(450K) and no CEL plus a mutch better running cruiser, my fingers are crossed that the light will not come on. I am telling you all this so maybe if it was not fixed the light will come on and I can stop crossing my fingers or after 24hrs from this post the spell will surley be lifted and my cruiser will be free of this persitant demon, PLEASE PRAY,CHANT,WISH,WHATEVER YOU DO,THAT MY CRUISER IS WELL AND THAT I CAN FOCUS ON SOMTHING ELSE.

When I replaced the modulator with a new OEM one, my '97 went almost 4 months without a P0401. Like you, I posted publicly that I had found the culprit and fixed the problem. Not so fast Sparky... When it came back the fault was solid as a rock. Every 2 drive cycles would trip the CEL (aka MIL=Malfunction Indicator Lamp)

Sweet. I was wondering what MIL stood for :D Drove me crazy -- knew what you were referencing...just couldn't decypher the acronym.

I'm sure you know...the MIL will light up when you insert the key in the ignition (a sure test for determining if it's burnt out).

See pg EG-208 of your '97 FSM. Toyota also refers to the OBD-II codes as DTC (Diagnostic Trouble Code)
