carb question

just pulled my carb off and am checking it for issues as I'm getting rough running and black smoke. Not being a great carb guy I've always just stuck to cleaning everything, putting it back together and making very minor adjustments. However, I'm looking at my secondary on this thing and it is all dirty and upon opening the throttle up wide it hardly opens at all. Is this correct? It also is pretty black and rusty in the barrell. I'm not sure here. Could anybody post a schematic of the linkage side of the carb so I can make sure everything is set up properly? Either that or point me in the right direction as to where I could find the schematic? Thanks.

Yes, the stock linkage barely bumps open the secondary. The sec. barrel is opened the rest of the way by a vacuum diaphragm.

The diaphragm is shot, BTW.
