I assume the port to the right of the #8 should actually be connected to something. Where does this go? I don't see any loose hoses. Thanks very much.

There's major screw ups there.
Hose should connect from VTV to top center of carb
The two HAC fittings should have the two HAC hoses connected to them (two shiny hoses currently connected to air cleaner)
Every hose connected wrong, forces another hose connected wrong elsewhere. A domino effect.
Get the Emisiions FSM and start tracing hoses down.

It goes to where you've currently routed the nearest of three vacuum hoses from your air cleaner. See this post from 2mbb IH8MUD Forums - View Single Post - Vacuum line schematic or diagram for a decent diagram (2mbb rocks!)
You probably have multiple other hoses to re-route. Advise you to get the 2F Emission FSM (the best $15 you'll ever spend on your Cruiser) and work your way through it carefully.

Not directly. But any troubleshooting is moot at this point, as several vac hoses are obviously misrouted.
Get everything hooked up correctly, then test drive & diagnose.

where is the best place to get the emissions FSM??? Best price i mean.
Call toyota material distribution center and ask for the 2F emissions manual, using the publication number. The information is in this thread. The emissions manual should be less than $15.
