Seems like an accellerator pump to me.

Accelerator pump. Pretty simple to replace and not expensive.

Not enough fuel at the off idle transition slot. Either the slot is plugged or the idle fuel solenoid is partially obstructed or the main jet and or fuel passages are obstructed.

Try removing the idle mixture screw and the idle fuel solenoid. Spray carb cleaner in the holes and then blow out with compressed air. Repeat as necessary.
