Someone had some aftermarket something there. Some trucks that is the location of the security system alarm indicator. This is a pic of factory dash with aftermarket radio.

Awesome. Thanks. From my research it look like all 80s have this "useless cubby". Does anyone know where I could find blanks to go over both these items to clean up the dash a bit?

Only '95 - '97 have the cubby above the stereo. You might find an aftermarket lower cubby like in @Fj80oregon's photo on any year.

I don't know what the part numbers are for the rectangular blanking plates. You could probably ask for some in the classifieds.
Wit's End sells a replacement for the '95+ cubby to provide RAM mounting points.

 
Update:

Looks like the cubby is 55619-60010 Cover, Cup Holder Hole, Toyota.

The cupholder is 55620-60010 Holder Assy, Instrument Panel Cup [01.1995 - 08.1996].

The switch blanking plates appear to be 55539-32010-C0.
