Bringing a 70 series into California that came from Japan > Canada > Washington

I don't know if there is much uniformity between States but in the State of Georgia if the VIN matches the paperwork they are happy regardless of the number of digits.
On my HJ75, law enforcement met me at my house and confirmed the VIN matched the paperwork and I was good to go.

the 17 digit vin also allowed that one JDM importer to send a few RHD cruisers over the border ... questionably.
he filled out the importation documents with "Canada" instead of "Japan" in country of origin.
made for a few illegal JDMs in the States.

The BJ74 was noted with Japan as the country of origin, and a 17 digit vin
