brake power booster noise?

When I turn the ignition key on, I can hear a pump of some sort that makes a low buzzing-type noise. It seems to be located on the drivers side, not too deep behind the instrument cluster. Is this the brake power booster pump?

Over the last few months, I've noticed the pump stays on longer--up to 10 or 12seconds; but other times only for 1 or 2 seconds. Could this be related to the colder weather, or is the extended time indicative of a problem or some required maintenance? Thanks
 
That pump will dump the brake fluid so fast your head will spin if you get a brake line or caliper leak. If the brake and ABS lights come on, pull over. I blew out the right rear caliper yesterday morning, in bumper to bumper 65mph Boston Traffic. The lights came on and a mile later I was without brakes. Thank god for the emergency brake. I had ordered new rotors and pads the night before after hearing a little noise from the right rear. Snow or no snow in the driveway I should have checked it out then. Back on the road after $960.00.
