Bouncing Voltage Gage (1 Viewer)

Just bought a '71 FJ40 and going through the things that need attention.
The needle on the voltage meter on the dash bounces around rather than holding steady. Is this an indication that the voltage regulator is going bad or is this normal for a vehicle this old?

You were correct. I had to remove the instrument cluster to work on the speedo and noticed that the wires coming to the cluster were not bolted down tightly.
