Bolt under speedo cable

1978 FJ40 3-speed: folks what is the bolt below the Speedo cable? Seems to be wiping oil and has a washer that’s split?
What’s the correct part for here? Thanks

Retains the speed-o drive gear to the T-case.

There should be a flat piece under the lock washer….a key….to keep the Speedo cable drive gear in place.

Thanks folks, should there be oil on it? Or is that coming from somewhere else?

Oil leak is mostly coming from above. Running down behind the plate used to hold the speedometer driven gear in place.would start with the O ring on the driven gear housing
