The very very last 1987 BJ70 for the canadian market have a JT3BJ71XXXXXX... VIN plate... without the BJ71 option, i.e. 13BT engine.

Yep, my 87 BJ70 vin is JT3BJ71XXXXXXXXXX
I have no idea why, it is a 70 in all aspects. It is in the U.S. but I suspect you are referencing a 13bt powered rig.
