I've got a rear bumper with a swing out on it. There is a 35" tire and hi lift jack on it. I used a HD spindle from Luke at 4x4 labs. What are your thoughts on adding a receiver to my swing out to hold a north shore 4 bike rack? Will the spindle hold up? Is it too much weight? I have a receiver in my bumper, but with the bike rack in it I can't open my swing arm.
 
Depends on how the swing out is built and how the receiver will be attached to it. 4 bikes mounted high up in the air will compound the stress on the various structure points and could fail if not properly designed/supported. Can you use something similar to this on your existing receiver to get you the clearance you need?

I started a thread in the 80 section that got towed over to the cycling / bikes sub-forum.

The title was "Post how you lug your bikes" or something close, you might see some ideas there - I know it sold me on a North Shore rack once I build up my current frame for this Spring. -Lots of pics of how diff people are tackling this-

Thread should be near the top, still fairly active I believe.
 
My swing arm goes all the way across the back of my truck, so the extension won't help. I could fab up something that goes in my bumper receiver and has another lower receiver.
