Do i need a whole new regulator or can i manipulate this back into shape with a bit of heat.

No heat required, just a mallet and a flat surface to work on will get you going. But then again new OEM regulators are still available so if the slider/wheel is damaged that's another reason to buy a replacement, or a good used part from a salvage yard??
 
Honestly, looks like a few things going on there.

You could straighten it, but if you're asking how, chances are you're not going to get it back to its original shape without some wiggles or kinks.
Any wiggles or kinks could affect smooth operation, and accelerate wear on the rollers etc

Why did it bend? Looks like the nylon roller is gone. Metal on metal, to much friction. Was it noisy before this happened?

If it fits you budget, swap it all with a new one
 
I just did this a month or 2 ago.

You need a vise, a hammer, and some flat stock as a form/anvil and a file to smooth out the burrs.
Then you'll need a chunck of delrin/acytle/nylon/rulon and a lathe to make the roller.
A hand drill to knock off the rivet end of the roller axel and a welder to reattach the axel.

Took me about 30 minutes.
