Are these LED headlights upside down?

I tried and tired to get these to fit in the housing with the low beams on the bottom, and the lights just did not seem to align in the housing. but it was dark.

It does not make sense to have a hard cut off at the bottom.

Do I need to relook at these and give it another try to get the low beams on the bottom?

You've got it right. Low beam goes on top.

Its the same effect with cut offs in projectors. The bowl or lens will flip the light beam upside down (or right side up).
