Anyone reusing these bolts when replacing the rack or bushes?

Yep

If you want to buy new ones, you certainly could. They're not one time use items though.

Do you replace lug nuts after every tire rotation?
Smart. Ass.

Service manual doesnt specify to replace lug nuts like those pics suggest for those bolts.

I honestly buy most hardware for jobs and its saved me headaches as things dont always come apart neatly being in the rust belt.

I replaced mine although they came out clean and had good threads. I am fairly certain that Toyota wants the mechanic’s to have these on hand in case they are corroded. I am glad I purchased new bolts for my rear sway bar bushings. They were not rusty but they did not come out clean and the threads were less than ideal. It’s hard for me to argue with the FSM. I bet most people on here reuse bolts regularly. I am not judging, however I do not.

Yeah - I can't speak for the pre '03 bolts, but I cannot imagine that the bolts in my '05 are anywhere near yielding at their specified torque.
If the threads have some build up on them, I'll hit it with a brass brush and knock it off before it goes back in. Obviously there's a point where a bolt is too far gone - so everyone should use their judgement.
