Don't know what those are. Just because I was dealing with pails today, I'll take a long shot and wild guess that this is some sort of pail opener that you can use to pry but also cut the lip, although the wedge on the lever arm is not sharp on top. But the clamping rectangular hole at the end would be odd for that unless it's to use some sort of custom clamping device. OK, so not too likely...
