I have an 86 fj60 with a turbo 2h, it has a 3" stainless exhaust, but there is no cat, could i put an after market cat in the system or do diesels not have cats?

In BC for Aircare, early diesels don't need a catalytic converter to be tested. They only do an idle opacity test anyway...and it's pretty easy to pass. Myh 13B-T barely registers anything on the test, and from what I read, most people's do so also.
