I dug apart the dash completely to replace the heater core. All back together and now the airbag light is on. Is that because I disconnected it and reconnected it? Everything seems plugged up correctly. Any suggestions?

Yes. Pulling the air bags, and then reconnecting the battery, without the air bags installed, will trigger a SRS warning light.

You need to clear the code using the diagnostic connector in the engine bay. The procedure to read and then clear the code is on DI-227 on my 1996 Lexus LX450 manual. Looks like it is DI-240 (page 672) in the 1996 Toyota manual.

Like stated above, start with a code clear. If that doesn't work, see what code it is.
If you pulled the steering column and it spun, you probably broke the clock spring. I cant count how many times I saw someone do this. This will show as an open in driver airbag.
