What's the camo pattern supposed to blend into?

I was working there for 2 weeks. The paint job matches the uniforms/BDUs worn by some of the special units. They have a fleet of 70 Series, Toyota ForTuners and Nissan XTerras with this paint scheme.

It's all about appearance...no blending.
